CIVIC LANE
Bulgaria's parliament returned early from its summer recess with civil-service reforms and integrity measures for positions considered particularly exposed to corruption risk among the issues receiving attention. Such tests are intended to identify vulnerabilities before they become corruption cases. Critics can question whether tests themselves are reliable, politically neutral or capable of replacing stronger institutional oversight. Anti-corruption systems normally work best when several safeguards operate simultaneously rather than depending on a single screening mechanism. That makes the most useful question which safeguard citizens would trust most.
