Should explicitly protect people from discrimination based on sexual identity in its constitution?
CIVIC LANE
German Justice Minister Stefanie Hubig has proposed adding sexual identity explicitly to Article 3 of Germany's Basic Law. Her proposal followed the suspected Islamist attack connected with Berlin's Christopher Street Day. Article 3 already prohibits discrimination on grounds including origin, faith and political views. Changing Germany's constitution requires a two-thirds majority, meaning the proposal would need support extending well beyond Hubig's own political camp. The debate therefore tests both attitudes toward LGBT protections and the question of how far constitutional law should evolve in response to social change.
