CIVIC LANE
Several European countries are increasing security after suspected sabotage and hybrid attacks against infrastructure and defence-related facilities. Energy networks, airports, communications and industrial sites may all represent attractive targets. Protecting every facility equally would be extraordinarily expensive and may be impossible. Governments therefore have to prioritise systems whose failure would cause the greatest disruption to civilian life. The expanding threat makes infrastructure resilience a practical public-spending question rather than only a military issue.
